What is BIS certification for footwear ?
Bureau of Indian Standards (BIS) is India’s national standards body responsible for developing and promoting standards to ensure product quality and safety. BIS certification or ISI certification is a mandatory conformity assessment system conducted by BIS. Its purpose is to ensure that products meet certain quality standards and comply with safety regulations before they are placed on the market. The ISI mark is a certification mark issued by BIS and is a symbol of quality and compliance with standards. Products bearing the ISI mark indicate that they have been tested and comply with current Indian standards. This certification is very important for various products, including shoes, to ensure consumer protection and promote quality in the market.
A BIS license is a quality assurance mark that indicates that a footwear product meets defined standards. On October 27, 2020, the Department for Promotion of Industry and Intra trade (DPIIT) announced that all footwear manufacturers must obtain BIS certification for their products. It was emphasized that all footwear must comply with relevant Indian standards and bear the standard mark (ISI mark). The regulation is scheduled to come into effect on July 1, 2023, when manufacturers will be able to start manufacturing and selling shoes that require certification. Without the ISI mark, it is illegal to manufacture and sell shoes made of leather or other materials.
According to the Ministry of Commerce and Industry’s DPIIT Quality Control Regulations, BIS certification is mandatory for manufacturers and importers of shoes (including PPE shoes) made of rubber, polymer materials, leather, and other leather components.

- Certificate of establishment of the company.
- GST and MSME certificates.
- Google Business Registration.
- Brand name or trademark registration.
- Manufacturing flowchart.
- Factory layout.
- List of machines and raw materials.
- Documents that prove your company’s address: rental agreement, lease agreement, title deed, etc.
- Product image.
- Appointment letter, quality control officer’s identity card and qualification certificate.
- Product test report from a BIS accredited laboratory.
- List of test devices (excluding micro devices by MSME).
Please note: Installation of in-house testing lab is exempted for micro and small scale units as per MSME registration.

Step by step procedure to apply BIS certification for footwear:
- Pre-testing of shoes by a BIS approved third party laboratory.
- Submit your application along with the required documents on the BIS Manak portal.
- Payment of applicable government fees.
- Review of application by BIS representative.
- Factory inspections are conducted on the factory premises by BIS personnel.
- During the factory inspection, BIS personnel check the machinery list, raw material list, factory layout, process flow chart, QCI personnel’s ability, and testing of factory equipment. After verification, the samples will be sealed by BIS officials.
- Send the sealed samples by the BIS officials during inspection to the concerned BIS Central Laboratory and submit the POD (Proof of Delivery) of the samples on the BIS Manak portal.
- Authorization will be issued after final review of all documents by the BIS Department Head.

Answer : No, as per the guidelines of the BIS different varieties of the product covered under the same Indian Standard, can be covered under the same license.

Answer : No, BIS grants certification only to manufacturing units and not to buyers/importers etc.
Post-compliance of the BIS certification after grant of the license:
- Monthly updates of recipient data in BIS Portal.
- Monthly updates of production details on BIS portal.
- Maintains appropriate inspection records.
- Market samples are collected by the BIS Market Sample Testing Department.
