The Ministry of Commerce and Industry has promulgated the Food and Beverage Cookware, Utensils and Cans (Quality Control) Order 2024, which will come into effect from September 1, 2024. This ordinance regulates cookware, utensils, and can-related products. Food and beverage cans shall comply with Indian Standard IS 14756:2022 for stainless steel utensils. These products must bear the BIS Standards Mark according to the Conformity Assessment Regulations 2018.

- One sample of Utensil of any shape and dimension from Cooking Utensils shall be tested for all requirements to cover that type of utensil in the scope of licence.
- One sample of Utensil of any shape and dimension from Serving utensils/ Table utensils/ Storage utensils shall be tested for all requirements to cover all these types of utensils in the scope of licence.
- Sample of each body material shall be tested separately to cover utensils of both materials

- Test report of the products from BIS approved labs.

- Application fee: 1,000/- INR
- Annual fee: 1,000/- INR
- BIS inspection fee: 7,000/- INR
- Minimum marking fee: Rs. 51000 for Large Scale , Rs. 42000 for Medium Scale, Rs. 42000 for Small Scale and Rs. 42000 for Micro Scale Enterprises units.
- BIS testing fee: 15,000/- INR (approx.)
Concession in the minimum marking fee (Govt. Fee) for new startups or micro units turnover of less than 5 crore

Step 1. Pre-testing of the product from a third-party laboratory approved by BIS.
Step 2. Filing of the application along with requisite documents on the BIS Manak portal.
Step 3. Payment of the government fee as applicable.
Step 4. Scrutiny of the application by the BIS officers.
Step 5. Factory inspection will be conducted by the BIS officer at the factory premises.
Step 6. After the final examination, the BIS License will be granted
30 to 45 days
As per the quality control order, BIS certification is mandatory for manufacturers and importers of the stainless steel utensils to sell them in the Indian Market.
