EPR Registration for plastic waste is mandatory on plastic packaging used in packaging for the import of machinery, furniture, household products, medical equipment, clothes, chemicals, footwear, toys, electronic products, food products etc.

To ensure the disposal of plastic packaging waste, the Plastic Waste Management Regulations 2016 introduce an Extended Producer Responsibility (EPR) system. Manufacturers, importers and brand owners are then responsible for ensuring that plastic packaging waste is treated through recycling, reuse or disposal.

PIBO refers to producers, importers, and brand owners. If you identify as a PIBO and carry on a business in India that involves the use of plastic packaging, you are subject to EPR obligations irrespective of your turnover or the size of your business.

India's Ministry of Environment, Forest and Climate Change notified changes to PWM rules on February 16, 2022, providing a wide range of guidelines for plastic waste manufacturers, importers, brand owners (PIBOs) and processors shall comply with extended producer responsibility.

The following entities shall register for EPR registration for plastic waste:

- Producer
- Importer
- Brand owner
- Plastic Waste Processor

Govt. Fee for EPR Registration for plastic waste for PIBOs:

- Plastic waste generation less than 1000 tonnes per annum(TPA): Rs. 10,000/-
- Plastic waste generation between 1000 to 10000 tonnes per annum(TPA): Rs. 20,000/-
- Plastic waste generation more than 10000 tonnes per annum(TPA): Rs. 50,000/-

List of the documents required to apply for EPR Registration for plastic waste:

- GST and MSME Registration
- IEC code of the company
- Aadhar and PAN card of the authorized signatory
- Images of the plastic packaging
- Last 2 years sales and purchase invoice
- Covering letter and declarations
- Company Incorporation certificate etc.

Step by step procedure to get EPR Registration for plastic waste:

- Documentation
- Registration for login credentials on the CPCB Portal
- Submission of the application
- Payment of the govt. fee
- Processing and scrutiny of the application by the CPCB officer
- Grant of EPR Registration

Validity of the EPR Registration for plastic waste:

- A new registration shall be valid for one year, and a renewed registration shall be valid for three years.

Categories of the plastic packaging covered under EPR Registration:

1. Rigid Plastic - bottles, containers, toys, automotive parts etc.
2. Flexible plastic packaging - thin plastic films or sheets, bubble wrap, shrink wrap etc.
3. Multi layered plastic packaging - used for packaging food, medicines etc.
4. Compostable plastic - break down and decompose in organic matter

List of Single-Use Plastic (SUP) items that will be prohibited from 1st July 2022:

- Earbuds with plastic sticks
- Plastic sticks for balloons, Plastic flags
- Candy sticks, Ice cream sticks
- Polystyrene (Thermocol) for Decoration
- Plates, Cups, Glasses, Fork, Spoons
- Knives, Straws, Trays
- Wrapping/packing films around sweet boxes
- Invitation cards, Cigarette packets
- Plastic/PVC banners less than 100 microns
- Stirrers

Conclusion:

Finally, if your plastic products fall under EPR, you will need to register them through the CPCB's central online EPR portal. Manufacturers, importers, brand owners, and processors of plastic packaging waste require a EPR Registration from the CPCB.
